The solution to your problem is:
Downgrade the bluez-utils package to a previous version (ie the edgy's),
then upgrade it and during the installation choose "yes" when you will
be asked to install the new script in /etc/init.d/bluetooth. This will
solve your problem.
Anyway, since this is not a bug I close it. Feel free to report any
other possible bug you find.
