Fix Committed is incorrect. Setting status to New.
DEBCHANGE_UPSTREAM relates to the -U option, which is entirely created
by Ubuntu, therefore it's not correct that this issue is fully an
upstream one. On the other hand, it would be significantly preferable
for the rest of the changes to be sent upstream to Debian and merged
back into Ubuntu - the Ubuntu delta for debchange is nontrivial already.
