After playing with "Desktop Effects" on System/Preferences I realized that clicking on "Enable Desktop Effects" creates the problem of not showing the title bar.
Even after clicking on "Enable Desktop Effects" button, the label of the button does not change to "Disable Desktop Effects," as it should.
