Public bug reported:

Binary package hint: hal

Every thing works as expected when plugging in my usb harddisk, but
after a couple of minutes I get the message I/o error when trying to
read or write to this device.

First couple of minutes there is no problem reading and writing.

Device is only usable after disconnecting the power to it. rebooting
does not enable this device!
