Public bug reported:

Binary package hint: nautilus

Nautilus does not display the icon of a launcher properly. The Desktop
Entry Specification (here: http://standards.freedesktop.org/desktop-
entry-spec/desktop-entry-spec-1.0.html ) indicates that the Icon key in
a .desktop file is of type 'localestring', meaning that the localized
icon should be preferred.

To observe this, take a .desktop file, set Icon=gtk-cancel, and
Icon[<locale>]=gtk-apply. Nautilus will show the 'gtk-cancel' icon,
where gnome-panel will show the 'gtk-apply' icon.

using karmic, nautilus 1:2.28.1-0ubuntu3

Sidenote: this seems relevant:
https://bugs.edge.launchpad.net/ubuntu/+source/nautilus/+bug/336679

But, I don't think the resolution of lp:336679 was the correct thing to
do, according to the fdo desktop entry spec.

** Affects: nautilus (Ubuntu)
     Importance: Undecided
         Status: New
