HAL is in the process of being deprecated, /proc is mounted at the
--late-packages installation phase, and there's even a new fat client
plugin that you could use for diskless fat clients.
I'll close this bug as I think the conditions under which it was
reported no longer apply, feel free to reopen it or file another one if
something is still wrong.
