This issue has been well known since 2006 and no action has been taken to deal with the issue which affects users with zip files containing filenames encoded with non latin characters. It's a tremendous problem which involves batch renaming of thousands of files. The user must identify the filename encoding correctly and the specialized tools have to be found to handle the encoding conversion.
