No, it's actually not present in 9.10:

CONFIG_FSCACHE=m

# CONFIG_FSCACHE_HISTOGRAM is not set
# CONFIG_FSCACHE_DEBUG is not set
# CONFIG_NFS_FSCACHE is not set
# CONFIG_AFS_FSCACHE is not set

In other words...fscache is built but utterly useless, since support for
it is turned off in everything. :)
