U??, thank you for your report.  The functionality you are looking for
should be available in the gsynaptics package in Karmic, at least for
scrolling configuration.  What you are asking for has already been
requested in bug 339686.  The latest version of gnome-mouse-properties
in Lucid (System->Preferences->Mouse) has options under the Touchpad tab
to configure horizontal and vertical scrolling.

I will update this bug's description to request that we document these
touchpad options in the Lucid system docs, as well as suggest gsynaptics
for more advanced configuration.  The wiki page you linked to already
has this information available.
