Well, I think that there is no reason to have it disappear when the user hovers over it. My reaction, and I guess it's common behavior, is to hover over it, independently on what action follows - so that if it disappears, the reaction is what the ...?? The "X" is not the only possible option - when a user connects to a wireless network, it says something like "click on the icon", so making the baloon clickable as well would be intuitive as well. As for the "X" itself, I have no idea of the windows behavior - I was referring to the Growl in Mac, which in spite of the UI experts, works pretty well - it's not mutually exclusive with timed disappearing, in fact, in Growl - generally - the balloons disappear either if you click on the "X" _or_ after some time.
