Public bug reported:
When filing a new bug and pressing "report a bug" button no form to file a bug
is opened.
Instead the reporter is redirected on a wired help site.
The reporter should be presented the form and the help site should be optional
of choice.
Otherwise possible reporters leave the area and the bug remains unreported and
maybe the reporter changes linux distribution.
