Confirmed a thousand irritating times over.

The behavior seems to be related to autosave or something. In my
experience, the view will jump back only if you mouse-wheel-scroll the
cursor off the screen very soon after moving the cursor.

So, reproduction steps:
1) Open a multi-page document.
2) Click somewhere in it to set cursor position.
3) IMMEDIATELY mouse-wheel scroll to the other page.
4) View will jump back to cursor.
5) If you now try to scroll again, it will work. (Possibly because the autosave 
has already completed.)
