After *lot* of research I found out, that
/lib/dbus-1.0/dbus-daemon-launch-helper
had the wrong permissions.
A reinstall of every package with dbus in it's name fixed this.

The question is how the wrong permissions where attached to this file.

Now ck-list-sessions does work and
KNetworkmanager is funcational again, too.
