It is only for non-Latin languages. It seems the original maintainer isn't doing anything with it anymore and Rene, the Debian OOo guy, has been NMUing it lately and is using it for the Debian OOo build as well. He will probably eventually take over it entirely if the original maintainer doesn't show back up.
There are some bug reports on SF that users couldn't get it to build with gcc 4.3 but appear to be against an older version and the bug reports just haven't been closed out.
