Was the bug related to the fact that a package did not exist, or was I
mistaken?

There is nothing stopping you from raising additional bugs related to
copyright.

I'll be happy to address those bugs separately. I do not think it is
productive to have a bug ask for a package, and then to 'tack on'
additional problems.
