I have the same problem. In Preferences -> Mail Accounts -> [account] -> Defaults I set "Ask for each message" for "Send message receipts" option, but Evolution never asks me what to do. A read receipt is not sent even if I set "Always" for this option. I use Evolution 2.28.1.
