Thank you for taking the time to report this bug and helping to make
Ubuntu better. I can confirm this issue in Xubuntu 9.10. The gnome-
screensaver as installed by default never activates, and the power
manager never activates. However, as a workaround, installing
xscreensaver and removing gnome-screensaver allows the settings to work.
