This appears to be a problem with Totem, nothing to do with the kernel.
I've managed to get DVDs playing again by installing DVD support (CSS
descrambling) as following:
sudo /usr/share/doc/libdvdread4/install-css.sh
** Changed in: linux (Ubuntu)
Status: New => Invalid
