I'm having the same problem, ever since upgrading to Firefox 3.6. Whenever a cookie dialog would normally appear, page loading stops and switching tabs with the mouse doesn't work anymore. Selecting 'Quit' from the File menu a couple of times makes things work again, although the cookie dialog never appears (maybe selecting 'Quit' closes the non-existent cookie dialog?). Oh, I'm using lucid too.
