I think this is a duplicate of bug #500050, and can be solved the same way posted under that entry:

This is an intended behavior of pycentral to not overwrite locally installed python modules. You can either remove the version previously installed or set overwrite- local=1 in /etc/python/debian_config . Then try performing the update again. This will likely resolve your issue.
