Debian import freeze is on Feb 11th, I expect that foolscap will migrate
to testing and miss import freeze by 1 day. If it's really necessary for
me to wait 10 days and then re-request this, I can, but I was hoping to
avoid that delay. The reason I want to get this synced sooner rather
than later is because it's a dependency for Tahoe-LAFS, and Zooko was
trying to get the new Tahoe-LAFS release done before Lucid freeze and
would like to be able to rely on the new version of foolscap. I went
ahead and first updated foolscap in debian as a courtesy to try and make
this new package available as widely as possible, but I'd like to avoid
the delay for waiting for the migration to testing.

The two rdepends for this package are ipython and Tahoe-LAFS, and I've
tested that ipython parallel computation engine works fine with this new
version of foolscap, so it should be a very low-risk update.
