You're right. It has to do with the scroller widget from the toolkit
used (EFL). It is designed for touch-only, not really mouse. :-/
There was already an upstream bug for it, so I'm marking this as a dup
of that one and adding an Ubuntu-specific task to that bug.

Launcher scrolling is designed for touch, should be for normal mouse use.
