I have just plugged the AC source without rebooting.

Now Gnome Power Manager icon correctly tells me that I am charging the battery 
and that it is at 96%.
Preferences still does not show the on-battery tab
Power History now shows the battery tab.

Kernel seems to be detecting the presence of AC Power:

~$ acpi -a
Adapter 0: on-line

In Gnome Power Statistics I also see AC adpter / Online: Yes

Is there a way to automatically generate 
#  Dependencies.txt
# DevkitPower.txt
# GConfNonDefault.txt
# XsessionErrors.txt
# gnome-power-bugreport.txt

To report different behaviors after rebooting?
