Public bug reported:

There is no way to focus libindicate based panel applets only using
keyboard navigation. This is really really bad for a11y and should be
fixed asap

Steps to reproduce:
  * switch to metacity
  * press Ctrl+Alt+Tab to focus top panel
  * press Tab to switch focus between applets in top panel

Current result
  Libindicate based applets can't focused using Tab (so you cant use Space or 
Return to activate and use them)

Expected result
  Libindicate based applet should act as other applets, respecting keyboard 
navigation rules for the sake of a11y
