This comes from how upstream versioned the library and how this maps to package
names in Debian/Ubuntu.
The library is named liberis-1.3 and its so-version is 14 => liberis-1.3.so.14
and the package name for it is then liberis-1.3-14.
The version of the library doesn't have to match the release version.
