I have resolved the problem by using the 'rfkill' tool.
After activating the wireless card by 'rfkill' it was posible to setup 
connection by the NetworkManager.
Now wireless is active even after rebooting the system.


 
It was unexpected for me that after new installation of Ubuntu 9.10 the 
wireless connection was unavailable. 
But under XUbuntu 9.04 the wireless card was active after installation by 
default.

Have you tried to setup your wireless using NetworkManager or only using
the command-line?

Please try to configure wireless with NetworkManager, and include an
excerpt of /var/log/syslog with the results (if it manages to connect or
at least sees the interface and tries to).

Bug description:
Binary package hint: gnome-nettool

My wireless device is not active after start of computer under Ubuntu 9.10 but 
it was active under Xubuntu 9.04.
The command "sudo ifconfig wlan0 up" issue "SIOCSIFFLAGS: Unknown error 132"
But command "sudo ifconfig eth0 down" and  "sudo ifconfig eth0 up" both work 
well.
