It means that the binary file changed at all. Source format 1.0 can't
deal with this. Source format 3.0 is better, and has specific options
to control behaviour here; please see the dpkg-source manual page,
assuming you're running karmic or newer.
I'm leaving this bug open for the terse error message, though.
