I think it may be because of letterboxing. I tested it and I found this behaviour with CLI mencoder (max video bitrate), with 2ManDVD which is a DVD authoring program that uses mencoder for encoding....
Does the black bands of letterboxing take so much place? I did letterboxing with movies with ratio of 2.37:1 so the real final movie is 720*297... almost 720*180 pixel are black bands.
