* Rebuild against MonoDevelop 2.2.1

+ Bump Standards to 3.8.4 (no changes)
+ Build-depend on MonoDevelop 2.2.1
+ Hack binary package dependencies to add ".1" to expected version
of Monodevelop - annoyingly, this is required on rare occasions like
this where addins don't have matching versions to MD itself.
