Public bug reported:

Network Manager applet VPN Configure VPN tab page does not have the Add
button enabled even though network-manager-openvpn is installed.

Ubuntu Lucid 10.04

$ apt-cache policy network-manager-openvpn
network-manager-openvpn:

To recreate:
- Make sure network-manager-openvpn package is installed
- Select VPN Connections->Configure VPN
- Add button is not enabled to create a new VPN connection
