I have this exact problem using the bcm43xx driver.  I haven't tried
ndiswrapper for some time, to see if the same problem exists with it.  I
*can* connect to unencrypted networks by using the command line tools
or, for example, wifi-radar.

  I'm actually filing this on behalf of a coworker who is having issues
  connecting to unsecured wireless networks. We use WPA TKIP at our office
  and it works just fine. However, attempting to connect to an unsecured
  network fails everytime.
  
  I'm not sure what additional information you'll need in terms of logging
  (I've not seen any that really makes sense).
  
  Laptop: Dell Inspiron
  Wireless: broadcom (NOT using ndiswrapper)
  
  The laptop is fully configured to use NetworkManager. The only entries
  in /etc/network/interfaces are for lo. All interfaces are deconfigured
  in the gnome networking tool. The laptop can switch fully between wired
  and secure wireless networks but NOT unsecured wireless networks that
  other laptops at the same location can use.
  
  I'll post more information about model numbers and wireless card when I
  can get on the laptop again.
