This message is output by the cryptdisks-enable upstart job, which runs
as soon as udevtrigger finishes. If udevtrigger is taking a long time
to finish, then the most likely explanation is simply that your hardware
takes a long time to be probed. In any event, this is not a bug in
cryptsetup.
The output message has also been suppressed for 10.04 and later, so you
shouldn't even see this at all anymore, kdm will just start at that
point.
