Speak of the devil - I was just able to connect to a different unencrypted access point without any problem, using network-manager (??). Perhaps the problem has to do with attempting to connect to an unencrypted network after being connected to (or attempting to connect to) an encrypted network; perhaps network-manager tries to connect to the insecure access point using encryption (?).
