FWIW, this _was_ a bug that has been fixed; in karmic, pulseaudio is now
reliably < 0.5% CPU when no sound is playing. It's ridiculous to suppose
that in an idle state that it should be 10%. Please don't be so hasty to
dismiss bug reports.
