Does this still happen? I've had both cups-bsd and ia32-libs installed
on 9.10 release, and there were no file conflicts.
It may have simply gone away during one of the regular "freshen every
package" builds that ia32-libs got (and thus the source of the problem
was likely an out of date i386 cups library in the ia32-libs package
conflicting with a newer cups on the system)

overwrite `/usr/share/doc/ia32-libcups2/changelog.ia32-libs-tools', which is
