The 'similar behaviour' in Firefox 3.6 is not a bug. The new Personas
feature of Firefox 3.6 has a new behaviour: the default theme (which
equates to no custom toolbar background) isn't an item. Instead, if you
remove all personas, the default theme (invisible in the list) is used.
