I've found another workaround. Make sure you press Alt, then shift.
I've been experimenting a bit with xev, and apparently it's only if you hit shift and then alt that X translates the Alt_L to Meta_L. If you hit Alt_L first it works as expected. I'm guessing this behavior is an old hack to be able to use Meta without a Meta key.
