No, "write the partition table" doesn't mean "delete everything",
although it does carry a potential for data loss. Formatting a
partition does delete everything on that partition though.
Could you please attach installation logs from an installation attempt?
You don't say which installer you were using, so pick one:
* desktop installer: run the installer, quit after reproducing the problem,
and attach /var/log/syslog and /var/log/partman to this bug
* alternate/server installer: after reproducing the problem, back up to the
main menu and select "Save debug logs", then attach syslog and partman to this
bug after extracting them
