The files will remain stalled because you need to reannounce the
torrents. Your trackers are still looking for you at your old IP
address. This is kind of multirouter setup is intentionally beyond the
scope of Transmission.
As for downloading files in order... this is just a variation on
sequential downloading, which will not be implemented in Transmission
for the reasons outlined by Krzysztof above.
