It's broken in karmic (9.10). Using gnome-power-manager package version
2.28.1-0ubuntu1.3,
clicking "Help" in Power Management Preferences ('On AC Power' tab) causes
firefox to display
The requested URI "ghelp:gnome-power-manager?preferences" is
invalid
(not sure if this is a gnome-power-manager bug or somewhere else...)
