This appears to be fixed in Transmission 1.91.  To test, I started
downloading a torrent and unplugged my computer about halfway through.
after rebooting, Transmission had forgotten about a minute's worth of
downloading, but had all the rest.

Torrents whose properties change have their ".resume" files flushed to
disk every two minutes so, at least in 1.91, you shouldn't ever lose
more than two minutes' worth of work.
