1) Correct, bug report and changelog were wrong.
2) It's not part of the upstream; resource agents are shell scripts for 
starting/stoping services. Author is Xinwei Hu, with some modifications made by 
me to make it usable on Ubuntu
3) This change isn't directly covered by a blueprint, but if we are replacing 
current cluster stack with new one, we should provide features that previous 
cluster stack provided. And since we don't want quietly make current clvm/cman 
users cry, clvm should be built with support for both old and new cluster stack 
(libcman, that is required for cman support, would stay in main, while cman 
binary would end up in universe if pacemaker related MIRs get accepted). You 
could use this blueprint as a guideline:
