It might be worth considering for ubuntu-standard to have
Recommends: lsb-invalid-mta | mail-transport-agent
in order to satisfy the mail-transport-agent recommendation of many
packages (such as apt-listchanges, mdadm etc).
lsb-invalid-mta installs a tiny /usr/sbin/sendmail that just prints
“Please install an MTA on this system if you want to use sendmail” and
fails.
The admin is free to replace it with a real MTA of her choice if that is
desired.
