Under Preferences > Speed, you can set the global speed limits.
Under Torrent > Preferences, you get a dialog with the torrent's name in
the titlebar, and an Options tab that gives you a checkbox "[x] Honor
global limits".
What is the source of confusion? This seems straightforward.
