I now believe that this is actually a bug at least involving pulseaudio,
but may also be caused by Sound Prefernces, or even other parts.

The advice given in Bug #437192 in comment #60 by mikedev does work but
shows some extra oddities, which I'll describe.

I installed pavucontrol (pvc) and opened it side-by side with Sound
Preferences (SP), clicking on the input tab in both windows.

The two individual sliders in pvc for Front Left and Front Right move
together when I move the (single) input volume slider in SP. Even when
thus all three sliders are maximized, the Input Level indicators in both
programs remain at silence.

However, when I move either one of the paired sliders in the pvc, the Input 
Level in both immediately shows activity. I can now - internal microphone only, 
no external one plugged in -  do a Skype test call successfully and also record 
with sound recorder. (Voice quality, though, is poor).
 
When I now move the single slider in SP, the double sliders of pvc jump to 
identical setting, and the input level in both pvc and SP stay at silence. No 
sound can be recorded in Sound Recorder or Skype.
