This seems to be indeed a problem with the Spanish Firefox language packs. I could also confirm it.
I've done two quick tests: * Catalan: on the Lucid desktop I use daily FF translations are fine. Also when testing a new installation with network (Catalan language packs are not in the ISO and need to be downloaded). * German: on a LiveCD, where the German language packs are in the ISO, just as in Spanish, Firefox German translations are loaded just fine.
