Update: I am using Kubuntu Karmic now and the menu key now works as compose, but shift + rightt-alt still does not.
There is another issue which I am going to file a separate report about, but which might possible have some bearing on this one. It is that in KDE apps, my 3rd level choosers (right-alt and left-win) work in KDE applications for the US keyboard, but not for the Canadian.
