If you are not supposed to touch the Debian packaging, then there is
really nothing you can do to fix packages or whatnot in Ubuntu.

I do not recall us having any policy of that sort in place. The idea is
to keep a minimal Debian-Ubuntu delta, but making direct changes in the
upstream source using the diff.gz is not the right way to go, as it
makes it harder for the next person to make any changes. Please make the
changes I have requested.
