@Michael, in 10.04 20100224 development branch the download button is
not present but if you want to install a package (after installed the
system with no internet connection) you can only select "more info"
button (the only button you can press related to a certain package) and
then it's explained that to show information about that package the
software catalog needs updating and to do this you have to press "update
now" button (to say the truth after this software-center crashes but
this is another issue). So I think the process of updating the catalog
is, in some way, driven so the issue is, for me, fixed.
