The problem appears to be that /etc/init.d/ondemand changes the scaling
governor to ondemand after powerdevil has started up. sudo rm
/etc/rc?.d/S05ondemand prevents this from running. This is not a perfect
fix though, since it means that the governor is left at performance when
not logged in.

To fix this properly, the initscripts should somehow detect that
powerdevil is running and not attempt to change the scaling governor
after powerdevil has started.
